The Community Budgeting For All 2026 initiative petition would send a charter amendment to the voters that would require the City to implement a process wherein all Portland residents would have the opportunity to decide how to spend a specified percentage of the city’s general fund discretionary budget through a participatory budgeting (PB) process implemented in the new City Council Districts. The new, charter-mandated PB process would give all Portlanders—including groups that face the greatest barriers to influencing government decisions—greater voice and vote over how City funds are spent and, thereby, foster more equitable, trustworthy, responsive, and accountable City government.
